Imperial Army Positions Itself to Control Movement into the Seal

Following widespread panicked migration into the Great Seal in the wake of the Cataclysm, we have reports from recent arrivals that the 13^th Legion of the Imperial Army was moving into position to control the entrance points on the outside of the Great Seal. Their goal seems to be to limit migration into the Seal. Other reports also suggest people are still able to cross from Dragonlord controlled areas, and that some desperate Imperial refugees are making use of those portals. Given the one-way nature of travel into the Seal, it is difficult to verify any of these accounts. What is clear is that the waves of refugees that entered the Seal in the last few months have dwindled so that current migration rates are only a small fraction of peak levels. Through the combined efforts of the Wardens and other concerned parties within the Great Seal, it seems the refugees will have enough food to make it until the next harvest.
