Though nothing has been confirmed, it seems that the Dragonlords believe that the new Emperor is within the Seal. We have reports of a trove of new Dragonlords, who are not refugees, that have entered the Seal in search of this child Emperor. It is hoped that he can be found swiftly, and perhaps provide some stability to a world much in need of it.
