The islands and peninsulas of Cilaria are where most Cilarians reside. Most work in some capacity either for the prisons directly or in the support services that came up around them.  There are several good harbors among the northwestern islands.  

The large island that dominates the archipelago is the location of the Great Seal.  The northwestern peninsula of this island contains the only know stable entry point for the Seal.  It is heavily guarded at all times by Imperial personnel, primarily local Cilarians.

The few who remain in Cilaria are known to complain about how the Great Seal “took their lands” but if they were pressed, they would likely would not want the Great Seal to come down, as it has proven quite profitable for the province.

Cilarians, as a people, are known to hold onto grudges.  Declaring a vendetta is not uncommon and many a Cilarian who has risen as a Revenant has done so expressly to complete their vendetta.
