This area is largely controlled by Dragonlords with green scales an affinity for Green Dragons.  The lands here ae a fertile green valley with a large bay protected by the Royal Lagoon and several smaller islands where the bay meets the sea.  There are high cliffs along the coast around this territory not situated on the bay.

Green scaled dragons are known as Kiyo.  If an Imperial thinks of a dragon, this is likely the first creature to come to mind, as they are the most numerous of the dragon species.  It is thought that green dragons serve as guards for other dragons due to their tendency to be the first to show up a when another dragon needs protection or help.  Images of green dragons are common in Dragonlord harbors, perhaps contributing to them being seen as the stereotypical dragon in the minds of humans who are not Dragonlords.

Green scaled Dragonlords are part of the Taira clan and belong to the Itshu family.  The most valued  of the Seven Tenants for the Itshu people is Duty.
