Conflict Outside the Seal

It appears that the problems within the Seal are mirrored outside of it. The lack of apparent Imperial successor seems to be causing a full-blow crisis as dozens of distant members of the royal family assert their claim to the throne. Whether or not they can avoid the kind of civil war that is happening within the Seal is an open question, but so far the Army has stayed more or less neutral, according to reports from those having recently entered the Seal.
